We need to make a VR walkthrough of a mine for training purposes with interactivity , invested in insta pro 360 , HTC Vive and Occulus GO ..now what is the best way forward …

As Sam suggested you need a robust authoring tool. Which to chose depends on your customers goals, your budget and your skills.
You evaluated your camera before investment that it’s appropriate for a job in a mine? Is it an open pit?
